Now in some minutes we will use a displace filter, so we need a map for this filter. We will make a map out of the shape we've done in the beginning.
First create a Hue/Saturation layer bringing the saturation to 0.

Then, already, on grayscale correct those tone definitions sing Levels or Curves.

Save the image as MAP1.(grayscale)

Switch to our Dot layer. We have All the layers turned on here.
Go Filters > Distort > Displace.

Here are displacing Filter settings.

And choose our MAP1.PSD as a displacement map.

And
here you can see the effect.

Change the layer Blending settings and the fill settings too.

Now i suggest you to transform and warp the layers. Oh we have only lest. I've merged all the layers.

Now paste some text, for the population.

Good tutorial, well done. The only thing I find a little hard to understand is the redaction, but pretty useful anyway.
