To me it's over done, with many effects applied to hide foundational problems. For instance, if the chair is in water it should be interacting with that water. Since the water appears to be in motion there should be ripples around where the legs contact the water. The girl also does not blend with the background very well, hence the over-bright lens flares to mask that issue.

The only thing this tutorial teaches, really, are blending modes. And I've seen many better tutorials for that.
